The Elkader housing committee has been formed in an effort to work to ensure that existing and potential residents are able to find safe, secure, and quality housing that meets their needs and fits within their budgets. Thanks to a partnership with Iowa Economic Development Authority (IEDA), Elkader received a matching grant through the Empower Rural Iowa Initiative to participate in the Rural Housing Readiness Assessment (RHRA) program provided by Iowa State University Extension and Outreach’s Community and Economic Development unit (CED). This partnership assisted our local committee in establishing action steps to preserve and grow the housing stock in Elkader.
The team's first action step is canvassing residents to identify current and anticipated housing needs. Throughout the next several weeks, volunteers from the committee will be stopping by homes to ask residents to complete a brief survey about their housing needs and future needs.
This survey is also available online or in printed format for pick-up at City Hall. The information collected will aid in the planning decisions that will be made for potential housing rehabilitation and/or new housing developments for Elkader. If a volunteer stops by your home while you are unavailable, a paper copy of the survey will be left for you to complete along with a document highlighting local housing resources.
Your participation and input during the canvassing step is greatly appreciated as we work to determine the specific housing needs for Elkader.
It can also be found at this link.

Volunteers will also be sharing this one page resource guide to housing questions.
The final report will be presented to the City Council at their August 14, 2023 Council meeting.
